The Qavloical Authority* is a secular unitary entity that is governed within the framework of a semi-parliamentary democracy under a constitutional Board of Trustees & Appointors.
The Committee of the Qavloical Council (the “Governing committee”, the “Governing Assembly”) is the governing body of the Qavloical Authority.
The Governing committee, generally, consists of:
- the Head-in-chief,
- the President (“Secretary-General”),
- the Chairperson (“Vice-President”),
- the Director-General,
- the Treasurer, and
- the Secretary.
The Head-in-chief of the Governing Assembly is an ex officio member of the Governing committee. The Head-in-chief of the Governing Assembly is, unless specified otherwise by the Board of Trustees & Appointors of the Tahir Buruj Trust, appointed unanimously by the Heads of the Qavloical Authority through the Office of the Head-in-chief of the Qavloical Authority.
Her Excellency, Buruzunessa Khanam, is the current Head-in-chief of the Governing Assembly.
The Secretary-General of the Governing Assembly is elected by members of the Tahir Buruj Organization in accordance to the Second Division of the Fourth Part of the Qavloical Founding Provisions. The Secretary-General of the Governing committee can be, either, a natural person or an ‘accredited political party’. The Secretary of the Governing Assembly, through the Office of the Qavloical Committee on the Qavloical Electoral Roll, is responsible for all duties assigned to the Secretary of the Governing Assembly under the First Division of the Third Part of the Qavloical Founding Provisions and the Second Division of the Fourth Part of the Qavloical Founding Provisions – these responsibilities and duties include organizing, conducting and supervising the election of the Secretary-General of the Qavloical Assembly.
His Excellency, Badrul Barbhuiya, is the incumbent Secretary-General of the Governing Assembly.
The Treasurer of the Governing committee and the Secretary of the Governing Assembly, respectively, unless specified otherwise by a Directive ruling, are appointed by the Board of Trustees & Appointors of the Tahir Buruj Trust.
The Director-General of the Governing Assembly and the Chairperson of the Governing committee, respectively, unless specified otherwise by a Directive ruling, are hereditary positions.
The laws and regulations of the Qavloical Authority are, in addition to the Qavloical Founding Provisions, a combination of the resolutions approved by the Governing committee, the agreements (including inter-governmental conventions and international treaties) ratified by the Governing Assembly and rulings made by Qavloical Governmental Entities.
A Qavloical Governmental Entity is a devolved governing body established as a sub-committee of the Governing committee by the Governing committee.
The Qavloical Authority does not nor does it claim to exercise sovereignty over any terra firma whatsoever.
The Qavloical Founding Provisions formally “recognize the [British Commonwealth] English language, the Bangla/Bengali language, the [Qavloical] Sylheti language, the [Classical] Quranic Arabic language, the European Esperanto language, the Modern [Palestinian-Israeli] Hebrew language and the Qavloke [(Simplified)] language”.
The Qavloical International Affairs Committee (QIAC) formally recognizes, both, the British English language and the Qavloke (Simplified) language.
